Norman Frumkin, 81, an economist who worked for federal and private organizations before retiring from the Office of Management and Budget in 1985, died of cancer Dec. 23 at his home in Washington. Mr. Frumkin began his federal career in 1961 as an economist with the Department of Commerce. He was later an economist with the National Planning Association and principal officer of Norman Frumkin Associates. He joined the Office of Management and Budget in 1979.

Norman Frumkin was born in Newark. He was a 1952 graduate of New York University, where he also received a master’s degree in economics in 1958. He served in the Army from 1952 to 1954. He was an economist in New York and New Jersey before relocating to the Washington area. Mr. Frumkin taught economics at the Department of Agriculture’s Graduate School from 1988 to 1992. He also wrote widely on economics.
